内容記述 | Examinations had played an important role in twentieth-century England. The secondary schools in the interwar period were dominated by the new national examination system: School and Higher School Certificates. The objective of this paper is to discuss the procedure, which led to these examinations in 1918. Instead of creating a national system,public examinations grew originally in response to public demand in nineteenth-century England. The key actors were examination boards, established by universities. During the nineteenth-century, most secondary schools were private establishments. Head teachers sought a means of providing their efficiency. By the end of the century, there seemed to be too much competition between the several examining bodies, both Taunton and Bryce Commissions recommended the greater coherence. However, schools avoided central government interference in this field, and preferred to remain under examining boards. In 1911, the Board of Education commissioned a report on Examinations in Secondary Schools (Acland Report) which recommended a centralization of schools examinations. In 1917, Secondary School Examinations Council was created with a membership representing the examining boards, the local authorities, and teachers. The Board exercised the responsibility for co-ordinating School Certificate system through the agency of this advisory body. The SSEC worked to secure reasonable equivalence and comparability in the demands of group requirements and examination standards of the boards. The history of a national examination system shows that those who control assessment procedures have power not only over the nature of such procedures, curricula, and teaching methods, but also over the purpose to study. |
